Viki has it subbed. From what I remember the English dubbed version was similar to the one on Viki, though the first few episodes were heavily edited (leaving out some of the first encounters with Atlas).

The 2003 series was different in that they wrapped a global story arc around it, but still had complete story lines in most of the individual episodes. If they would agree to allowing the series to be streamed on line (perhaps with advertisement kickbacks) the Viki anime site allows volunteers to edit subtitles like Wikipedia allows users to edit content. That's another way to get the job done.
