I'm sure it's a nobody. You shouldn't expect to see star system characters everywhere. I think you said Kiddo from The Three-Eyed One was played by Black Jack before, but he really isn't. No I meant that Kiddo reminded me of Blackjack without the scar. Maybe I am reading too much into the character...

This clip is from the 2009 movie. There were quite a few members of the 'star system' included such as Higeoyaji and Tezuka himself. In this clip we see Tezuka, but who is the woman? I think it might be Chiyoko Wato with glasses. She was Dr. Ochanomizu's assistant in the 2003 Anime series

It's interesting to note that in the original manga, Cobalt is not included in the story.
