Tamami (Penelope in the dub) was the shapeshifting alien girl in
Phoenix.

Indeed she was; there's a scene when Astro fell out of the sky after a busted knee, she found him and tried to use her powers to heal him. And then, the two were actually hitting it off, but Rock kinda messed that up.
