According to the 1980s Astroboy series, Dr. Elefun built Astro Girl/Uran/Zoran on New Year's day and presented her as a new sister for
Astro/Astro Boy/Atom.

She was a birthday present in the Manga and the 1963 series. So I guess we can also celebrate her birthday on April 7th?
