Well, "jamais" can translate as "never" or "ever" varying with the context. This time it's "ever" :D

hmm... It is being produced by Imagi Animation Studios. The company has a studio in Chai Wan, Hong Kong, as well as a creative development and production facility in Los Angeles, California and a satellite office in Tokyo. Imagi's focus is to create high-quality CG-animated feature films with superhero themes to entertain global audiences, which the company achieves by combining Hollywood storytelling with computer animation done in Hong Kong. So, I think, Japan and USA joined forces.

the real creator of the manga/anime astro boy was a Japanese named osamu tezuka and he was also the father of anime. he made incredible stories thought the passion of his drawing. over all he drew 500 stories and he was amazing artist!^^
