Isnt it obvious?
Staff is expensive to hire. So, they use a voice actor for multiple characters.
Futurama and Simpsons are two that both use actors for multiple characters.
Zoidberg, The Doctor and Fry are all the same voice actor in futurama.
I don't know of a cartoon that doesnt re-use actors. It would be expensive, a waste of talent and silly not to do so.

Well, yes. And Mel Blanc was Bugs Bunny, Porky Pig, Pepe LePew, Daffy Duck, Foghorn Leghorn, etc. Don Messick was Elroy Jetson, Scooby Doo, Dr. Quest. And so on.
