I'm not so sure how they will do it. However, I think they would probably celebrate it.
Ive already seen remarks from tweets and blog entries that were written by Japanese fans about how Jetter Mars will be born soon.

If you search ジェッターマルス on twitter youll find fans and nostalgic people talking about it.
Those post are usually just people saying Jetter Mars will be born soon but not much else.

He is here but he is partially hidden behind the post between the two windows. He is not a character in this series, unless you count wee-wee statues.

I would assume so, though there was the marine express, but I'm 90% positive that was made in the 80s.
But yeah, his first appearance in a Tezuka anime.
