There are two who immediately come to mind, Cleopatra & Mari (Hata Mari). These two stand out because their nurturing instincts caused them to go against their leader or partners & help their hostages. In one of the two Cleopatra episodes, the gang had captured Uran. In the SECRET OF THE CLOCK TOWER, the gang had Uran & Lala. The female villains took pity on the kids, & though I cannot recall exactly what they did for them, it was kindness. BTW, in a Wonder 3 episode, the woman in the gang gave her share of the antidote to Shinichi, instead of taking it herself. My PC will be off until tomorrow, bu if I remember, I might upload a few pics.

I see, it's always good to see female villains.

Btw, there is one which was a sort of general who wanted to copy Dr. Ochanomizu's technology for military purposes.

I'm not sure the japanese name, but the Dark Horse named her as "Vega".

Her loss of husband & son left her a bit psychologically odd. So she has Pablos / Popo-hakase turn the lever into the likeness of her son, Tom.
