failing pipes in apartment building where I live

Since early 2023, there have been pipe failures here, and when the plumber starts working, the water to the whole building is cut off! I have lived here since 2018, and this is really kindling my wrath, as the Bible would say.

They usually post a notice next to the elevator, the day before the plumber comes, but today, was the 1st I knew of it. Moving is such an unpleasant task! As if I could find another apartment that had no such annoyances.

Last winter the heat was out in my apartment for a few days until maintenance could get a part for the HVAC. While the apartment is well insulated, it did get too cold for a night or two and I ended up staying with a neighbor. The rental office did take about $100 off my rent that month to make up for the issue.

I actually have very weak system heat. This results from wanting A/C more than heat. 3rd floor, southern exposure apartment, in which there is a non-functioning electric controlled valve in the heating system. It is supposed to close when the heat is not selected on the thermostat. So, I had the guy close the maintenance valve so my A/C actually cools the place year-round. Electric heaters if needed, and the system heat does work, just not well.
