Where is this story clip from? I'm not really sure if that's Skunk, even though they do look very similar. The name under his picture says "Shutsu" and I think "Tensoro" (the furigana is so tiny) as his name. Unless I am mistaking and that's just another name for Skunk in this story... it also doesn't quite look like Tezuka's works but I may be wrong too.
